We are committed to decentralization development in the State: YS Jagan

Vijayawada: AP CM YS Jagan Mohan Reddy reiterated his Government is committed to decentralization of power and development in the State through bifurcation the State into three Capitals. YS Jagan said in Assembly on Thursday, decision on capitals is our right and responsibility while policy making is the domain of legislature.

In his address in a short discussion on legislative competence he stated that the Courts cannot pre-empt or direct not to make a policy with presumptions and lay down impossible conditions setting timelines which cannot be met. The recent verdict of Andhra Pradesh High Court appears to be a trespass into the legislative terrain though our Constitution has laid down the frame work of the three pillars of executive, legislature and judiciary. We felt that the limits were crossed and hence, had taken up the discussion in the House, he said.

The laws we are making stand for public scrutiny every five years, which is the very reason why the previous dispensation was rejected and people gave us a thumping mandate with 151 of the 175 seats in the House and Courts should not be getting into our domain of making laws and this I am saying with utmost respect towards judiciary and to set the record straight for future generations to come. Pointing out that it is impossible to implement the High Court verdict which has ordered that Amaravathi be developed as the state capital within six months.
He declared his commitment for decentralized development and assured to safeguard the interests of the farmers of the region who gave land for the State capital.

Reiterating the Government’s commitment to decentralized development, CM YS Jagan Mohan Reddy has stated unequivocally that the choice on capitals is our prerogative and obligation, but policy formulation is the realm of the legislature. On Thursday, YS Jagan concluded the discussion on legislative competence by saying that courts cannot preempt or command not to develop a policy with suppositions and throw down unreasonable requirements setting timetables that cannot be accomplished. At the same time, we must respect the Assembly and maintain its decorum, according to CM Jagan. Despite the obstacles, the AP CM has stated that the State would continue with its decentralized development strategy and will not back down.
