
Y.S. Jagan decides the fate of “Legislative Council” today

Vijayawada: A dominating drama of the ruling party of YSRCP and the opposition party Telugu Desam on each other throws the fate of Legislative Council of the state into dilemma. The Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy is thinking to abolish the Council, which the Council is not co-operating the Government Bills to pass. Y.S. Jagan is going to convene a debate on the fate of Legislative Council in the Assembly on Monday (27-01-2020).
The Chairman of the Council M.A. Shareef’s decision on the decentralization of three capitals and inclusive development of AP-2020 bill and the CRDA repeal Bill-2020 on Wednesday 22nd January. The Chairman announced that these two bills are referring to select committee. This decision caused angry to the Chief Minister Jagan Mohan Reddy and the members of the Legislative Assembly.
The Legislative Council Chairman took the two bills for debate on Wednesday, he announced at night 9.30 pm, though there are some procedural lapses to refer the two bills for the select committee as demanded by the main opposition party, it is not possible to send the bills for select committee. Even then, I am referring the bills for select committee with my discriminatory powers which conferred under the rule 154.
The YSRCP members alleged that he was pressurized by the TDP President N. Chandra Babu Naidu who is sitting in the gallery infront of the Chairman since four hours to take the adverse decision against the procedure. The Legislative Affairs Minister Bugganna Rajendranath Reddy said that as per the rule 154, the Chairman has no right to use his discriminatory powers on these two bills. But he referred unconstitutionally to the select committee with the pressure of Chandra Babu Naidu.
The Chairman of the Council belongs to TDP, and he is favouring that party by creating troubles to pass the Government bills in the Council, which passed by the Legislative Assembly. In the Council TDP is having 32 MLCs , PDF 5, BJP 3 and YSRCP 9 remaining are Independents and Left parties.
