Government Plans to Retreat of PSUs: Across Strategic Sectors

Union Finance Minister Nirmala Sitaraman announced the five tranches of “Atma Nirbhar Bharat” with a package of Rs. 20 L Cr, the package is shown as tranche wise i.e., First tranche Rs. 594550 Cr. Second tranche Rs. 310000 Cr, Third tranche Rs. 150000 Cr, Fourth and Fifth Tranches Rs. 48,100 Cr: Gross Total: 1102650 Cr. Apart from this earlier steps including PMGKY Rs. 192800 Cr, RBI measures Rs. 801603 Cr: Sub Total Rs. 994403 Cr. Grand Total: five tranches: Rs. 1102650+sub total: 994403= Rs. 2097053 Cr.

New Delhi: Union Finance Minister Nirmala Sitaraman unveiled fifth tranche of finance package on Sunday. Finance Minister discloses the government plan to limit the role of public sector companies across the economy, while announcing assistance to help migrants.

She also said companies and state governments tackle the impact of the crisis and provided more money for the rural employment guarantee program. She said these steps will impact the focus segment immediately; they were initiatives such as infectious disease blocks in every districts and labs in every block that are expected to take time before they can be implemented.

There were also steps to enable children to attend classes from home using a television broad cast with 200 new electronic text books to be avoided. The Finance Minister said the government will announce soon a new policy for public sector enterprises which will pave the way for the entry of private companies in all sectors, where state run firms are present.

Even in the strategy sectors, PSU presents will be limited to 1-4 entities while in the other segments, the government will privatize state run companies. The centre raising the states borrowing limit to help them rise around Rs. 4.3 Lakh Cr to deal with a revenue short fall and higher spending. The government consciously preferred a route aimed at empowering people rather than doing out cash because it felt that was better suited to deal with the situation caused by the Covid-19 pandemic.

The Union Finance Minister Nirmala Sitaraman announced the special package “Atma Nirbhar Bharat” of Rs. 20 L Cr in five tranches for different sectors in the country. They are as follows:

  1. Employment: Additional Rs. 40,000 Cr for MGNREGS, will help generate 300 Cr person days work.
  2. PSU Reforms: 1. All sectors open to the private sectors. 2. Number of PSE’s in strategic sectors will ordinarily be 1-4: others will be privatized/merged/brought under holding companies. 3. In other sectors, PSE’s will be privatized.
  3. Support to states. 1. Increase in borrowing limits of states from 3% to 5% of GDP, for 2020-2021 only, linked to reforms. This will give states extra resources of Rs. 4.3 L Cr.
  4. Easy of doing business. 1. Minimum Threshold to initiate insolvency option raised to Rs. One Cr (from one lakh, which insulates MSMEs). 2. Suspension of fresh initiation of insolvency proceedings upto one year depending on situation. 3. Empowering sector to exclude Covid-19, related debt from definition of “Default” for triggering insolvency. 4. Direct listing of securities by public companies in permissible foreign jurisdictions.
  5. Health: 1. Infectious diseases, Hospital block in all districts. 2. Integrated public health labs in all districts and block level labs and public health units to manage pandemic.
  6. Education: PM e-vidya for multi mode access to digital education. 2. Only TV channel for class from 1 to 12. 3. Top hundred universities will be permitted to automatically start online courses by May 30.
