HC directed the two Telugu State Governments to constitute the PCA and SSC

Hyderabad: A Division bench constituted by Justice Raghavendra Singh Chauhan and Justice A. Abhisekh Reddy was hearing a Suo- Moto contempt case against the Telangana Government and Andhra Pradesh Government.

The Telangana High Court observed that the two State Governments delaying in setting up the Police Complaints Authority (PCA) and State Security Commission (SSC). The Suo-Moto case was heared by the Division bench for not constituting the two bodies PCA and SSC at the District and State levels. The PCA and SSC bodies are to be constituted as per the guidelines framed by the Supreme Court in 2007 to take action against police personnel who abuse their power.

Telangana State Government Special Counsel A. Sanjeev Kumar informed the bench that the Government had addressed a letter to High Court requesting it to recommend the name of a retired Judge to act as Chairman of the SSC.

Chief Justice Raghavendra Singh Chauhan said that “without there being required rules and regulations framed pertaining to Constitution of the SSC and PCA. How can High Court recommend a name? Under what rules will the Chairman perform his duties? This is nothing but delay tactics by the State Government. This is gross negligence in the Telangana State Government, he added”.

The bench directed the State Government to frame rules and regulations pertaining to the constitution of the SSC and PCA by March 6th.
