Jagan declares 3 Capitals at Amaravathi, Vishakhapatnam and Kurnool

Vijayawada: AP Chief Minister Y.S. Jagan Mohan Reddy announced three capitals in the Assembly on Monday and passed a resolution in this regard in Assembly. He said the Legislative Capital is at Amaravathi, Executive Capital at Vishakhapatnam and Judicial Capital at Kurnool respectively. The AP Assembly passed two bills dealing with de-centralization Governance and inclusive development of all regions and to repeal AP CRDA Act-2014.

The AP Government also passed a bill to establish Amaravathi Region Development Authority, in place of CRDA. Jagan went ahead introducing a bill in the State Assembly on Monday stated that three capitals of Governance. It is for the first time after the Bi-furcation of the Andhra Pradesh State, Government gave any Legislative backing to the location of a capital.

Jagan’s Government went ahead with the bills for new capitals as well as repealing the Capital Region Development Authority Act. The bill introduced on Monday says that the relocation of the Principal seat of High Court would be done in accordance with the procedure prescribed under the AP Re-organization Act-2014. The same procedure has to follow for the remaining two capitals, a senior bureaucrat involved in drafting the Re-organization Act explained.

The AP Re-organization Act declared that Hyderabad would remain joint capital till 2024 and the Centre would initiate the process of locating a new capital for AP by appointing a committee. Accordingly the Sivaraman Krishnan Committee was appointed but the process abruptly ended with the former CM Chandra Babu deciding to build Amaravathi as capital.

The CM said that he wished development of all regions on equal basis and turned down criticism from TDP that he was against the interest of the farmers who offered 33 acres in the land pooling scheme. He also refused allegations that he was against a particular social group and was re-locating the Secretariat and High Court only to take revenge against them. He said that Amaravathi capital required nearly Rs. 1.09 lakh crores to develop basic amenities in the 53, 000 acres in Amaravathi. It would take nearly 100 years if they could spend Rs. 1, 000 crores per annum. He also asked whether it could be good to optimize the precarious resources by developing other regions by investing less money.

He also questioned the members of the house will we continue the welfare and development schemes on priority basis i.e. education, medical and health, irrigation, drinking water etc, or will construct only graphic city Amaravathi with a huge funds. The members of the house concurred with the Jagan’s proposal of welfare schemes and development.
