Vijayawada: Andhra Pradesh Chief Minister YS Jagan Mohan Reddy’s pride capital Vishakhapatnam is ahead one feet distance to function. Jagan Mohan Reddy will establish very soon three capitals, after getting the nod of AP Governor Viswabhushan Hari Chandan for the Andhra Pradesh decentralization bill and Inclusive Development of All Regions Bill- 2020. Jagan Mohan Reddy’s promise of three capitals at Vishakhapatnam, Kurnool and Amaravathi is going to fulfill after the nod of Governor.

The opposition leader N. Chandra Babu Naidu, State BJP and Congress Presidents Kanna Laxmi Narayana, S. Shailaja Nath also wrote letters to the Governor Chorused that not to accept the three capitals decentralization bills. They urged the Governor to continue Amaravathi as the only capital to the Andhra Pradesh.

decentralization bill and Inclusive Development of All Regions Bill- 2020 to Governor on Saturday for his nod. The Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy’s three capitals dream is

going to take a true face, after overcoming the abductions created by the TDP Supremo N. Chandra Babu Naidu in the AP Legislative Council twice to stop these bills. Now AP CM Jagan Mohan Reddy is going to accelerate the decentralization of the three capitals i.e. Legislative Capital at Amaravathi, Executive Capital at Vishakhapatnam and Judicial Capital at Kurnool.

The state government on Tuesday July 16th, on the first day of the Budget session, tabled the two Bills again and got them passed without any debate as the Opposition TDP boycotted the session. With the passing of the Bills in the Assembly again, they will be referred to Council again, and have to be passed as the Council cannot stop Bills brought before it a second time. The Bill enables the setting up of three capitals, with Amaravati being the Legislative capital, Visakhapatnam the Executive capital and Kurnool the Judicial capital.

The AP Assembly Secretary sends these two bills for the nod of Governor, after the 30 days of the bill passed in the Assembly on June 16th, and it tabled in the AP Legislative Council on June 17th. But the Council not taken any decision on the bills and also not tabled in the house proceedings. As per the AP Legislative Assembly Rules 197(2), the bill was treated a deemed to be passed after 30 days, presenting in the Legislative Council.

The AP government, in the previous Assembly session, moved both Bills intended to scrap the CRDA Act and to decentralize governance by creating three capitals. Though they were passed in the Assembly, where the numbers are in favour of the YSRC, they hit a roadblock in the Council, with TDP members stalling them. Council chairman MA Shariff referred the Bills to Select Committees, stalling their passage for at least three months.

Two Select Committees were formed to look into the Bills, and the TDP, BJP and other parties nominated their members to the committees, but the ruling party did not.

YSRCP Chief YS Jagan Mohan Reddy and the opposition party leader Chandra Babu Naidu and BJP, Congress leaders are playing hide and seek game on three capitals.
