A debate on the Legislative Council on 27th: whether to continue or abolish: Y.S. Jagan

Vijayawada: Andhra Pradesh Chief Minister Y.S. Jagan Mohan Reddy alleged that the houses of Legislature must give priority to the Government business and not for the benefit of a political party. The AP Assembly discussed about the decision of the Council Chairman M.A. Shareef on Wednesday on the Bills of three capitals and repeal bill of CRDA referring to the Select Committee by discretion powers, which quoted the section 154.

Starting the debate in the Assembly the Minister for Finance and Legislative Affairs Bugganna Rajendranath Reddy explained the episode which happened in the Council on Wednesday in detail. In his statement the Council Chairman M.A. Shareef said that he committed a mistake, as per the rules of the House proceedings the Bill have no eligibility to refer to select committee. But, with the discretion powers of the Chair he is referring the Bill to select committee.

The YSRCP Ministers and Members, BJP, PDF and Independent, Left party members suggested the Chairman to go on power with the rules and procedures. Unfortunately he was taken the undemocratic decision, with the influence of opposition leader Chandra Babu Naidu who is at the gallery infront of the Chairman since four hours.

The Agriculture Minister Kanna Babu said that the decision of the Chairman is not a “Black Day” of the Democracy, it’s a “Yellow Day” of the Democracy. The Civil Supplies Minister Kodali Venkateshwar Rao said that the Council is turned into rehabilitation centre of unemployed politicians, with the aids of Chandra Babu Naidu of 1983 batch. In the upper house there are no scholars, renowned personalities of various sectors and only the unemployed politicians are in the house.

So the moto of the house is not fulfilled, he urged the Chief Minister to think whether the house is need or not to the democracy. The MLAs Dhramana Prasad Rao, Kapu Ramachandra Reddy, Ambati Ram Babu and others also expressed the same opinion to the Chief Minister. After hearing all these suggestions CM Jagan Mohan Reddy said that there is no need of a house which is willfully delaying and creating troubles to the public benefitted laws with a political intention in the house. We have to discuss deeply in this matter once again in the house to take a decision on the upper house whether to continue or not. He urged the Speaker Tammineni Sitaram please fix a debate on Monday (27-01-2020) if u like. Speaker Tammineni Sitaram announced the debate will take place on Monday.
